The Dispute

In 1996, Haryana approached the Supreme Court for early completion of the canal. In 2002, Supreme Court ordered Punjab to complete the canal in a year.

A subsequent suit filed by Punjab against the canal was dismissed in  June 2004. In November 2004, Punjab brought in law to terminate all earlier agreements. On July 22, 2004, the Centre referred law.
to Supreme Court under the Presidential Reference. On Mach 11, 2016, Punjab Cabinet approved bill to denotify land acquired.

The 1981 Agreement

The 1981 agreement saw the States mutually agree to the re­allocation of water, this time taking into consideration the needs of Haryana, SYL canal was supposed to be completed in the next two years. The agreement allocated Punjab 4.22 MAF, Haryana 3.50 MAF, Rajasthan 8.60 MAF, Delhi 0.20 MAF & J&K 0.65 MAF. Punjab begun work on canal.
